They DON'T work...very well.
The concept works, but rocks/weights in a sock or most cloth, beating on someone, rip out and become worthless in as little as one hit. Defending against them isn't hard, it's hard to aim your strikes (especially when you only have a couple tries before the sock breaks), and there are an infinite better number of options. The [weighted object] in a sock weapon is really only good for beat downs, that is already subdued victims.
Does it hurt? What do you think? Giving someone a "snakebite" fucking hurts, but that doesn't make it a good martial arts move.

You'd be better off with a padlock attached to a leather belt, at the very least, a padlock inside of a sock.
In my experience it tends to be an inmate's weapon of choice, they can really fuck somebody up, however if you can get inside the swinging distance of the person with the weapon it renders it virtually ineffective.
