The mechanical difference, fundamentally, is that one uses a prism and one uses a lens.
An EOTech uses a laser to blast light onto an etched prism. The pattern of the reticle is refracted through the prism to a collimating lens, to the shooter's eye.
A red dot uses an LED to project light into a collimating lens.
The collimating lens in either design takes a light which would otherwise be reflected at an angle and brings it in parallel to the line of sight, minimizing parallax shift to the best ability of the shaped glass. Better optics have better ground glass to do this more effectively, which contributes to why they cost more.
