Shoot and zero it, if you can adjust the front sight and zero it it's within spec and rifle is fine.
If you can't zero it and max out the windage adjustment, return to arsenal.
I have yet to see a AK (I have 6) that DOESN'T have something in some way canted.
I've seen worse, thats not as bad as looks like.
