They are supposed to be mountain suits. There isn't too much rain in most maintain ranges, but it happens and it can be damp a lot. It also can get windy as fuck and there can be big temp. shifts, like 50 degrees in a day so something easily removable to stay warm would be good.

It's cotton canvas (sometimes called cotton duck) in a supremely baggy cut with polycotton or nyco reinforcements.
Cotton canvas is very good at stopping wind and very breathable (while dry). Thus it's a good top layer in deep winter and dry weather.
Faced with rain, it will soak water, become super heavy and take forever to dry. It will also transfer water to the layers below eventually(the baggy cut will help a bit, but you have straps and gear above it usually). It's not as bad as getting cotton insulation wet because it still blocks wind (better in fact) and doesn't insulate much in the first place, but it's far from ideal.
I don't know why russia uses cotton canvas while westerners use polycotton or poly softshells for the same purposes. Continental climate (less wet, cold weather) might play a role.

Russian low-tier SF operator here. We usually wear gorka with SMERSh load bearing and 6b23 vest and ZSh-1 helmet. No one I know uses Russian made gloves or kneepads. Me and most of my comrades use Alta pads and Mechanix or Oakley gloves. Also we mostly use Lowa and Garsing footwear.
