I'm not a historian, though I am curious if Rome could actually be subjugated. They had a lot of nationalism and pride. I'm not exactly sure why America would have to interact with Rome at all except for disputes over North Africa and the Middle East (for oil.)

Eventually technology would catch up with the rest of the world, but by then they'd all be Americans or American friendly. Those who couldn't be subjugated would long be destroyed. Those who are loyal servants of America hegemony would be rich and powerful.

Obviously the priority list is to seize Baghdad's libraries, nuke Mecca and Medina. Also, since most US overseas bases aren't prepared for tradtional attacks, I'd add keeps and 5m high stone walls around them. For the sake of camouflage they'd have stone facades and crennelations around the top so they look "medieval." US soldiers would wear stars and stripes pattern tabards and helmet covers over their battle rattle when around local nationals. Dragoons and cavalry would make a comeback because the rest of the world does not have the infrastructure to support motorized vehicles, with squads modeled after the world war 2 german squads, that is, centered around a machine gun instead of riflemen.
Other than that, work with local leadership to support the bases and otherwise let them do their thing. When the crusader states are established, help turn them into permanent kebab-removing centers.
