What if the US Ordinance Board had picked any intermediate cartridge of the era, like .351 SLR, .345 SLR, or .250 Savage, for the M1 Carbine, instead of the one that became the .30 Carbine?

Define "never entered".
If it meant the US never deployed troops, but still supplying everyone, then Soviets still win, it just takes another 3 or 4 years.
If it meant no lend-lease, then North Africa's fucked, the Soviets eventually run out of men and material and broker some sort of peace, and the UK survives until the Nazis feel like building an actual navy.
