No, neither of them are.
Straight blowback is the simplest a firearm can get. The slide is directly actuated by the energy from the round as it fires. The barrel doesn't move like a glock because it's attached to the slide.
The inherent downside is that the design can't really be used for any round larger than 9x18 Mak without making the slide massive, as is the case with Hi Points.
There's a little more to it, but that's basically enough.
Also, pretty much every straight blowback handgun has a similar and recognizable design.

Most Glocks aren't straight blowback except the relevent abominations that are the 25 and 28.

With a rifle you have extra room to use a larger bolt that is of stronger construction and the 4 ounces of weight savings doesn't matter.
10/22's are made to last tens of thousands of rounds. .22 pistols are made to be .22 pistols.
Does this count? It's pretty short and can be fired with one hand.

Longer barrel on the rifle means the bullet+gases thus pressure remain in the barrel longer. If a rifle used a pistol bolt then the bolt would begin to actuate before the barrel pressure had dropped enough split cases and increased fouling. Generally it is rarely an issue in .22LR firearms but in SMG and pistols it can be an issue if the slide mass isn't optimal.
