What nationality? My guess is French.

I looked at the French MILES helmet sensors the have two vertical black dots. So I don't think French. Looks like he is wearing wet weather gear over a uniform with MILES sensors over that.

Is the tan jacket and pants a uniform for tankers or is it inclement weather gear?

Anyone got anything looking at a cold-war-gone-hot written after the end of the cold war?
Most of the stuff written at the time (understandably) seems to overestimate the Russians (often with "gib more defence spending" tone.)

Confirmed for French. This is the older MILES version and I was wearing MOPP gear (old version).
Also OP, the Army website holds a surprising amount of available doctrine etc information : http://armypubs.army.mil/
The first is the air power survey of the gulf war conducted by the AF showing the complete Order of Battle and readiness levels of all AF units engaged in the theater in statistical form. For plane and shitpostfags, it also is harboring the oft cited poor initial performance of the A-10.

The second is an overall summary of the campaign from an AF perspective.

I've searched far and wide. The only place I can think of where such a write up might exist is in 90s era Armoured Magazine (Armored branch journal of the US Army) articles. On mobile, but see if you can find some archives of it.

It's not bang on the money, but it's relevant and I'd love to know where people get these scans anyway.
Not /lit/, but extremely useful and informative.
