Their dispute with China over Scarborough Shoal and Chinese military expansion into the South China sea has spurred the military modernization of all countries near the SCS in order to counter Chinese expansion. The Philippines being one of these countries has decided to modernize its armed forces.
About damn time if you ask me. And the fact that they've allowed the US to build military bases on Philippino soil means that they're serious about countering China's threat, unlike Indonesia who usually just issues formal complaints and harshly worded letters.
