I'll bet cheap maks will be around for a while, the ammo is kind of a pain to find locally and its not a gun I'd shoot enough to really want to buy ammo in bulk. Also, garbage steel ammo 9x18 costs as much or more than mid to high end 9mm parabellum.

I live in California and it's not on the pistol roster. I ordered one only to have the gun shop tell me I either need to have a C&R license, or have a friend who does who can do the transfer for me.
I ended up buying a glock afterwards, still going to look for a mak at every gun show I go to and every gun store. Apparently, if they are already in the state via C&R then you can private party transfer them.
Because 9x18 is underwhelming to shoot and I'd rather have a tokarev.

It will work, my 9x18 Makarov can load and chamber a 9x17 Kurz round without any issues, so no worries about magazines or ejection. All you need is to remove the barrel pin and then the barrel, and then press the new barrel in and re-insert the barrel pin.

If you actually want a Mak, you can totally get one in CA. They're not on the roster, but you can buy them private party pretty easily. There are a LOT out there.
Of course with fixed supply and non-fixed demand prices keep going up. Current going rate is $300-400. If you sniff around local gun stores that have consignments you might find one for a sane price. They usually price off bluebook which doesn't take CA's massive off-roster premiums into account.
My Mak has the crispest single action trigger of any handgun I have fired. It has about a quarter inch of takeup and a clean 5lb break.
The DA leaves a lot to be desired. It's mushy and heavier than most revolvers.
