No, it'd have to be a rifled pistol to get away with being that small legally speaking. Not really a question of safety, as that's up to how well you fabricate the gun.

I'm going to test my steel pipe barrel Tuesday.
Just have to JB weld a powder pan to the side, and then test with 50 and 100 grain loads to make sure I ain't building a pipe bomb by mistake.

A few 50 grain loads, because that what I would use commonly, followed by at least 3-5 100 grain loads one after another.

He's building a shotgun with 2 layers of schedule 40.
I am building a .50 calibre matchlock with 1 layer of schedule 80.
The burst pressure of my pipe is supposedly 26,250 PSI.
100 grain of FFG and round ball for .50 cal should be around 10,000 PSI
Hopefully that burst pressure includes explosive gunpowder pressure. Oh well, I will find out Tuesday.

Are home made shotguns safe? How do people even make them, are there step by step guides like baking a cake?
Are they able to have a stock put on them so its not just a pipe?

It all breaks down to the build quality, yes there are plenty of guides on how to safely make them and yes you can design the shotgun to fit any style of stock or for grip you want
The main thing to remember is to always test the firearm at a safe distance with the type of load you plan on using
multiple times before shouldering it and firing it yourself. Also these firearms are yours once you make them, they cannot be given away or sold, they must be destroyed on your death.

Shotguns aren't high pressure like rifles so as long as the pipe is good pipe it will be fine
