That's overkill penetration for that application.
AP incendiary is for busting through motor parts, hoods and body panels, and various other vehicular components and still having the potential to break fuel lines and penetrate fuel stores on military vehicles so that the rounds coming after it have a chance to ignite it.
On a civilian vehicle it'd just bust through too fast. The fuel itself isn't very flammable, the fumes are what's flammable. I'm not saying shooting a gasoline truck with an incendiary round WON'T ignite it... I'm saying multiple rounds have a much better chance at doing it, preferably if they come in contact with fumes long enough.
