Because at present, as it has been for nearly 200 years, the rifle is the most effective weapon in military combat.
The change from manually loaded munitions to self contained ammunition, to semi-automatic, and then automatic firing, to most recently, the change from full-sized to an intermediate cartridge to drastically increase ammunition load of the soldier to make them more effective overall,
Typical military warfare hasn't seen a whole lot of development as far as weapons are concerned, aside from the aforementioned.
And at present, hand to hand combat training for infantry is more effective than it has ever been, and it is still becoming more effective, but because of it's comparable efficiency to small arms, it is presently only functional as a stop-gap measure in case of primary weapons malfunction.
As knew hand to hand training packages are constantly being developed in collaboration with various special forces and training groups, and incorporated into standard infantry training at very regular intervals, it is only a matter of time before it is considerably more effective than it is at present. And it is only a matter of time before another weapons system is acknowledged as being considerably more effective at closer range and being taken advantage of as soon as that is the case.
Every military's fighting forces quality and timeliness of training is in every military's best interests, but hand to hand combat is not effective at present, as it is still relatively undeveloped in comparison to small arms combat, which has extremely advanced tactics at present, and because of its mainstream use has become so far developed.
Honestly, militaries with native high population of martial arts practitioners are typically superior at hand to hand.
Like the Phillipines and Malaysia, where Kali/Eskrima and Silat flourish and are practised by a large number of the population, and before long, Thailand too.
