Not when they cost 3 times more than the F-35.

Research Hi-Lo strategy vis-a-vis the F-15 and F-16 in the late 70's. Also realize that the F-22 is designed primarily for the air superiority role. Anything else it can do is not necessary to it's design mission, only gravy. The F-35 is designed to do every other mission while F-22s provide top cover (and even then the F-35 is designed to support F-22s and provide CAP itself).

The whole point of achieving air superiority and reducing IADS with SEAD/DEAD is so that you can get bombs on enemy C4SIR, logistics and troop concentrations. The F-22 handles the air superiority, the F-35 does everything else.

Far, far more technology and production risk and cost associated with (arguably) over exposure to far too advanced and unproven tech in the design/requirements stage.

Basically, it was too advanced at the time for the resources we were willing to put into it/need for it.

One excellent example of how this equation changes over time is the RAM coatings on the F-22 vs the F-35. The RAM coating on the F-22 had to be hand-applied in a clean room and by itself accounts for over 25% of the maintenance hours expended on keeping the F-22s in fighting trim. It is incredibly time intensive for all applications (though still an improvement over the even more time intensive F-117 and B-2 coatings, which require just as much/more maintenance and climate controlled storage). The F-35 coating, by contrast, is robot-applied (pic related), far easier on maintenance personnel (basically the bay door edges are taped with RAM material that is very easy and quick to remove and reapply for maintenance) and far more robust - designed to resist all climate and usage challenges including extended salt water exposure.

Basically our production and operational systems have caught up with and surpassed the bleeding edge lab tech that developed into the F-35. It's not just what you can build in a lab, it's what you can effectively mass produce and keep running.

I should also note that several features of the F-22 do dictate greater cost due to greater capability as well, but it by no means accounts for the full difference in cost (either procurement or operational). Features in this category include:
>dual engines
>much larger airframe (size is still directly correlated to cost)
>three weapons bays instead of two, and two of those much more complicated
>thrust vectoring, although this is a cost wash when comparing with the F-35B
several other things necessary for air superiority focus but not necessarily essential for a multi-role.

As the russiaboos 50 centers love to point out, their fighters have never been up against actual modern fighters, so the specs on those fighters are still unknown. We can guess what they are capable of, but unless we capture or steal one, its always better to be prepared.
