This. The targets might have lookouts posted in the neighborhood looking out for suspicious activity. Those snipers/marksmen have to be in position before the assault element actually arrives at the target building, so it makes sense that they would want to look inconspicuous for as long as possible.

Just letting you guys know, there wasn't a special unit until half an hour had passed.
It was a routine inspection of a building that was deemed unoccupied as water and electricity was cut off. Police suspected it to have been used as a safehouse in the Paris attacks, but a sleeper cell opened fire with AKs when they started breaking open the door.
In the time it took for a special unit to arrive the suspects were able to escape and about 200 cops in daily outfits gathered. That guy on the roof is also probably the guy that took out one of the terrorists with one clean shot through his flat window.

Royal Marines used to use a similar setup but with the standard G3KA4 telescoping buttstock and a 6x ACOG, before they got more L129A1 rifles
