F-23 was what the YF-23 would have been. F-24 to F-31 were skipped, F-32 would have been the X-32, F-33 and F-34 were also skipped. Why? Because fuck you, it's the US Air Force who can skip B-3, B-4, B-5, B-6, B-7, B-8, B-9, B-10, B-11, B-12, B-13, B-14, B-15, B-16, B-17, B-18, B-19, and B-20 just so that they can designate their new bomber B-21.

There was some weird shit prior to 1962.
After 1962 there were a few that were skipped, outliers such as the F/A-18 which don't conform to the naming scheme and many that received a military designation but were never put into service.

It has to do with development and procurement. When proposals and prototypes get to a certain stage in competition, the branch looking to acquire them assigns a designator. Failed proposals or those not picked still thusly fall into the military's numbering system meaning they can't re-use them until they re-organize the system, leading to what appears to be "skips."

At least, I'm pretty sure that's usually what happens.

The military's system is specifically NOT cluster fuck naming. It's a lot easier to have some vacancies between numbers than to have to differentiate between the the B-X that failed the competition, the B-X that was cancelled due to cost overruns, the B-X that didn't meet original requirements so it's being reworked, and the B-X that is actually in service.

Because the F/A designation is not actually in line with the current naming scheme. It should be "AF-18" or "FA-18" not "F/A-18." That and it should be the F-24 not the F-35. For some reason it picked up the X-35 designation and kept the 35 into production.
