How effective would a Aperture Science Handheld Portal Device be in battle assuming it doesn't matter the surface, and it can teleport up to 100 meters? Would it be worth research and production, or would it be like the Davy Crockett, a cool idea on paper, but not so much in battle?

Yes, but I'd assume it'd be very expensive, therefore only being used in elite squads, such as the SAS or S6. Though i could see the President using it, an advanced model with high trajectory, so in the case of emergency, he could be out of DC within seconds.

In game they said that they were just throwing science at the wall and seeing what sticks. I can't see any practical uses unless you need to get to a location faster than conventional physics allows. Removing an incoming projectile would be neat but you can still have your legs shot out from under you. Putting the projectile behind the enemy would have absolutely no aim. It is neat to throw yourself around a moon rock painted room, but considering cost and lack of applications it is a Davy Crockett, for just about the same reasons too.

Send out entire swarms of them. As soon as one runs out of ammo it runs back to a mobile base to refuel and reload.

Medic robots would tend to the tipped over combat robots.

The mobile base for walker robots should naturally be an even larger walking robot. Metal Gear.
