The Polish army adopted them in small numbers. In the future, they will decide if they're interested to expend it's use.
The US army tested it not that long ago, but I don't know what their conclusions where, and if they have them already.

No, but large armies are usually less pragmatic when it comes to adopting a new method, especially relatively new ones (the mitznefet saw it's first appearance as an improvisation by a rookie in camo class only in mid 90's).
The Israeli Defense Force also has a tenancy to do it's own things in it's own way (the "wild card of conventional warfare" if you wish), with people showing interest only in the tech and weaponry.

Yes. It's basically mini headpiece of a ghillie suit- given to every soldier.
It has secondary functions, such as alteration of the thermal signature of the head, sunstroke protection (US soldiers suffer from in immensely in Iraq, so I heard by reliable members of the board)etc, but the main 2 things that it does are:
1) Concealment: when standing in a crowd, your brain will automatically detect when someone is looking directly into your eyes- it's an evolutionary thing. Same thing your mind does to detect human heads. What the mitznefet does, is to change the shape of the head, and in such way to cancel out the enemy's ability to detect without even thinking, and forces him to look for you in "manual mode"- which makes so much harder, it uses more of his brain's "CPU".
Of coerce, it doesn't help much if you don't use proper concealment and hide yourself with proper technics, but it will help immensely when prone and facing the enemy.

2) Confusion: in continuation to the "recognize the shape of the head manually" part, this also works when in combat. When fighting in open field, and you raise your head above the rock to fire, the enemy again have to manually identify that he's looking at a human head a head. It's not all that much, seconds really, but that one moment of doubt- whether the thing he's looking at is the enemy he should fire at, or part of a rock can often save your life, or doom his.
Same thing happens in urban combat: when the enemy comes around the corner and sees you standing in the window- the additional half second it will take his brain to overcome it's reflex to look for round shapes and understand it's a human standing, is enough time for you to react and fire first.
And if you feel it will get in the way in close quarters,i it can be removed with a single pull without taking the helmet off.

I never encountered a scrim helmet irl before, so my opinion will mostly theoretical and based on speculation.
And yet, I do think that the Mitznefet is more effective, even if by a small margin. It's form is less resembling of a sphere (key point in camouflage), it's much more adaptable for different situations (Mitznefet's net is duel sided: it's green on one side, but can be turned inside-out to reveal desert camo. It also can be removed in a moments notice if you need to, because it hold unto the helmet by a rubber string, unlike scrim that is often stitched), due to use of a net instead of many fabric stripes- it's slightly lighter (few grams only, so this barely counts). It also has additional uses such alteration of your head's thermal signature (won't hide you, but it's as effective against thermal surveillance as camo pattern on the uniform is against people), sunstroke protection (very important when fighting in desert), there are versions that function as RF filter (extremely recommended for radioman) and even full thermal concealment (special forces toy).
I guess that the scrim helmet is good and should be adopted by more countries, but I also think that mitznefet is just slightly better.
It's not a topic I ever thought about before, so if you have a counter/alternate arguments- I'll like to hear them.
