They had a bunch of Garands at the store, though no service grades.

I think everyone who was there by 0500 got one, they only had 35 to sell at the store.

I sent a mail order. I fucked up and thought a regular envelope with a stamp would get it in.

They got 23 tubs of USPS Express mail on the first day the Carbine order window opened. RIP

Yes, Have a CCL or proof of military service, Check thecmp.org they list the acceptable proofs. You can even get commercial range to certify you shoot, the form's on the CMP site.
