What is the best easy to make homemade silencer/suppressor?
Hypothetically speaking of course, and filling out a form 1.

You don't need to register suppressors, just having a license is enough. You can use oil filters, plastic bottles or whatever if you feel like it.

OP you essentially have 3 parts, pipe, threads, and baffles. Supressors are a surprisingly simple concept. You can rig one up easily even with minimal metalworking skills.

Oh but be careful about tolerances. The one thing you want to avoid is a baffle strike, that's if your bullet hits one of the baffles or any other metal in the suppressor. Could be dangerous and will almost surely destroy the suppressor.

That's the problem. You need the holes to be small enough so that the gas doesn't escape but not so tight that the bullet hits anything. Sounds like a bitch.
If only use .22lr anyway though, I wouldn't trust anything else.

Maglite + freeze plugs are the best 'easy' way. If you have the machines, mono-core baffles are very straight forward to machine. Best is k-baffles.

If you buy the kit, it comes with a jig to guide the drill. You could use a hand drill, but obviously a drill press would be much better.
They're kept aligned and spaced by their shape and fit, provided you buy the correct sizes or as specified by a kit.

You'll be fine, the jig keeps the drill aligned. But good luck drilling relatively small pieces of aluminum with a hand drill if you don't at least have a vise or something to hold on to it.

Find washers that are slightly larger than the bullets (measure with the bullets themselves). Then visually inspect the finished product to ensure they aren't staggered, or measure if you know a way.
Doing a diagonal baffle design may be a bit more difficult but vertical seems easy.

Oil filter, nigger. It really works. The first shot punches the hole. Subsequent shots fill the first unless your mount is shit. The bottom of an oil filter is just sheet metal and in some designs a small leaf spring. Neither of which do much to stop bullets. The filter media is all around the center axis of the filter so nothing else will be struck by the bullet.

The one on my M&P .45 is custom made, I think, by a single person on eBay, a device And an adapter, but cost me about $70 compared to simple adapter only devices.
I'm locked out of eBay, but .45 uses avery unique tpi rate so finding it shouldn't be hard.

In order to manufacture an item that would fall under regulation by the NFA (suppressor, sbr etc.) you must fill out what is called a form 1 for the ATF and follow the rest of the procedures you would go through in order to purchase one from a store.
