Building and miniaturizing nukes requires large teams of scientists, engineers, and skilled workers, as well as access to the correct materials (not just fissiles, but the high grade alloys used in processing)

These people need to be educated from a young age, receive enough incentives to make it worth their while (food would probably do it in Best Korea), and have access to necessary facilities/equipment and competent management.

They are not empty threats. They do want a nuclear capability, and they are working hard to get it.
In the meantime, they use it as a bargaining chip to elicit concessions from the rest of the planet. They know that the US political atmosphere cultivates a desire for administrations to gain political victories by claiming to reach some sort of agreement with the DPRK regarding nuclear issues.
So the DPRK gets what it wants, (concessions without any good faith commitment to actually stop their program), the US political leaders get what they want (a political foreign policy feather in their cap) and by the time it becomes an issue again the US electorate will have moved on giving the administration the opportunity to score points again with the same cycle.

Boosted fission basically means that they put tritium gas inside a a hollow sphere of plutonium, so that when the implosion happens, the tritium will push back and cause more of the plutonium to fissile, generating a bigger boom
