The 21 foot rule applies to anyone who hasn't specifically trained for hours and hours and hours with thousands of rounds to draw and fire quickly and accurately. This is the vast majority of the population and police officers as well, as their training and accuracy qualifications are a joke. For those select few that have put the time in, it only makes the distance a little shorter.

It does not say you're not going to get a shot off, nor does it say the aggressor is going to live. It merely states that if he's that close he's going to be able to do you serious bodily harm because you won't be able to draw and put two shots into him before he reaches you and at the time of its publishing that was the number of hits it takes to "stop" someone when it's a pistol that's firing them.

Honestly think about how short 20ft actually is, it's probably the size of a small home swimming pool.

Being able to draw in less than 1.5 seconds isn't the same as reacting to a threat, deciding to begin the draw, drawing, aiming and firing, all in less than 1.5 seconds.

It's the same as breaking times in a car to calculate appropriate speed limits. You don't measure how long it takes for a car to break once someone presses the pedal, you measure how long it takes an unsuspecting person to react to an obstacle and decide to press the break pedal, up until the car stops moving.

You can back up, use an object, evade, or even fall back into a guard position and shoot from your back.

However, the conclusion typically drawn, that empty hand technique must be employed at under 21 ft is incorrect, the easiest way to handle this situation is to have some jujitsu, judo, or aikido training, and fall on your back while throwing your arms out in case you need to parry a blow, and then drawing from the guard position on the ground.
