Their gun laws are more european style meaning they are rarely enforced despite seeming strict on paper, and given that Russia has rampant corruption, crime, antigovermment sentiment, ruralness, and reliance of paramilitary, private security, and 'volunteer' units on all sorts, that means there are literally loopholes galore with their gun laws. Which are normally only enforced in regards to political motions such as rival power groups hitting each other or terrorism etc.
