George Nourse is probably the range you're thinking of. Actually a pretty nice range maintained by Canyon County. Only thing close to an RO is a deputy who rolls by from time to time. Full giggle allowed which is fantastic if you have one or go at the right time.

Whole area is shootable open land, the shit covered hill is a tetanus trap though. Don't fall or trip or else you'll be picking metal bits and circuit board out of your hands. Also probably hard to get to right now. All dirt roads out there which is why you'll need a truck. Lot of turnoffs to popular spots, just follow Pleasant Valley Road south from Gowen (airport) until you find a spot you like. If you have not passed a sign with tanks and helicopters on it noting that it's a national guard area on it you're in no shoot land though.
As for the islands, yep that's the Snake River. Good fishing from what I hear, don't do much fishing atm.
