Yes, it's too powerful for 90% of the population to deliver reliable followup shots with.
It's expensive to buy a gun in it and it's expensive to shoot compared to the big three.
It's a reloader's round, for making use of all that extra case length. A niche.

It's .41 magnum for autoloaders.
Similar or slightly superior muzzle energy and velocity to high end .45 loads out of the box, you need to hand load it to really get the most out of it.
If you're talking about stopping people, everything south of .50 AE performs more or less the same.
It's a really great powerful round with tons of energy.
However it's expensive, has lots of recoil, can be hard to find, not many guns fire it, and those that do tend to be on the expensive side.
Because of all these reasons, lots of people don't buy 10mm. Since lots of people don't buy 10mm, there is no scale up of production making cheaper 10mm guns and ammo for the masses.

The 10mm got a bad rap when they modified designs for guns for other pressures to shoot it. What happened is that you had guns that didn't handle it and caused a world of issues. For instance they up-scaled the 9mm *Proprietary firearm's name omitted* to 10mm causing the slides to be too weak to handle it and parts started cracking, slides started flying back hitting people, casehead separations from intolerance in the *Proprietary firearm's* breech design and in some cases caused it's plastic frame to shatter and shrapnel people's hands. Various things like that gave the 10mm it's bad rap. The proprietary firearm's company's name is omitted because I'm not against them for those unforeseen accidents like those, but they're basically the entire reason that it got it's bad rap.

That's funny, because my M1A puts a 7.62mm projectile weighing 150 grains straight through a coconut and leaves a nice exit wound the size of an acorn.
My USP.40 lobs a 180 grain 10mm projectile at adjacent coconut which explodes on impact, leaving a chunk the size of my fist hanging by a few fibers from what's left of the coconut.

an other option however is to simply buy blank cartridges for gas-alarm guns and use their primers, hell it might be possible to convert them to a 9mm round with increased powder charge. it all depends on the pressure their bottom can handle. the 9mm luger seems to have twice the bottom thickness than the 9mm pak, which might be indication that the 9mm pak is purposefully weakened as not to handle overload. i wonder if a bit of superglue and a steel washer in the right diameter might just solve that issue.

Unless you're going to use a handgun chambered in .44 magnum or .460 Rowland you aren't going to notice much of a difference in how quickly a pistol will stop someone, as until you get to rifle level energy the bullet will only damage what it directly hits so you're looking at very small differences in hollow point expansion when a shot to most places will take incredibly long to stop someone no matter what you shoot them with.

Not unless you also plan on redesigning .32 ACP to be rimless, but you could probably go smaller such as a rimless center fire version of .22 magnum possibly loaded to a bit higher pressure. Another option would be the rimless magnum version of .25 ACP that a couple anons were talking about for concealed carry a few months back. If I remember correctly they claimed you'd be able to fit about 15 rounds in a pocket .380 size gun except just barely wider and that with the extra pressure they'd be able to get 18+" of penetration with FMJ bullets while still keeping the recoil very low.
