The CIA has been buddies with the Medellin cartels since the 80s when Reagan was paying the cartels to keep the Communists down in Columbia and amongst other places like Nicaragua. He was basically saying because of past agreements between the CIA and the Medellin cartel they are much more cooperative than the Mexicans since they already have a relationship.
