21st Century Modern Tanks had thickest armor, and most nations relied on rocket propelled based launchers and Anti-tank missile to do the job.

It has to do with the way tanks are build to be able to take a hit while protecting the crew from a successful penetration.
It's not just sloped steel, but a mix of materials, spaced armor, explosive platings and countless precautions that prevent a fire, shrapnels doing more than minimal internal damage, wet ammo racks that keep the ammo save etc.
Take a pretty outdated tank like the Challenger, to penetrate one without explosive armor a kinetic penetrator like AP ammunition needs at least 600mm of armor penetration potential to get trough the front or side. For Shaped Charges (HEAT) you need over 1000mm of potential penetration power just to get trough the main armor.
Add explosive armor (will only work against one round, but usually a modern day won't get hit that often) you look at almost 2400mm penetration needed with AP and over 10000mm penetration with Shaped Charges
You can't pack that amount of power into a rifle round.

There was a unit of Marine Force Recon that went into Iraq a few days before the war kicked off armed with only barrett .50 calibers, their job was to go around disabling T-72s. They were very successful at it. They shot at the fuel tanks and it would blow the entire tank up. The unit (comprised of 9 men) destroyed over 80 tanks and a couple hundred APCs, along with at least 300 dismounted enemy combatants (they were getting ammo supplies airdropped by stealth aircraft on a twice daily basis)

There are, but they're called anti-material rifles.
They won't take out a tank, but they can be used to damage systems on the tank (lights, pintle mounted MG's, range finders, periscopes, vision blocks, exhausts etc etc).

Not sure I'd even call the CR1 outdated to such a comparison. It'd still wreck almost anything out there that isn't supermodern.
Not saying this to "defend" the vehicle so much as to make the point that AT rifles couldn't even properly go for an early T-72 or some other genuinely outdated Slavshit out there. I'd even doubt an AT rifle against an M60 or Chieftain. Fuck, late war period tanks were already becoming pretty much immune, let alone coming to modern day.
