Actually I think, THINK I figured out why, it has two spring assemblies. As you can see the casing is fatter overall than the darts, a single uniform follower and spring pushing upwards would cause the darts to sag downward and wouldn't chamber properly. The back portion of the mag holds the spring and follower responsible for pushing the cartridges upward, the "shelf" that extends towards the front of the mag allows another spring assembly that just keeps the noses of the darts upward.
At least that's what I'm gathering, check my work.
