To an extent it can even out some shake/tremor, help you tune out distractions and focus, and reduce nervousness. Some anti-serizure medication is regarded similarly. To actually abuse alcohol as a performance enhancing drug would require very careful balance and really isn't something you would be able to do in a competition environment.
A couple beers while target shooting is awesome though if you can be responsible and know your limit of safe function. Either not crossing that limit or being enough of an adult to stop and say "No I should put one of the other away at this point," and to follow through on that. Setting a limit beforehand is ideal.
I've never shot while drinking, but I do notice that I tend to be better in aim-oriented FPS games (CS and the like) when I've had a beer or two, so I can see how that would work.

i have shot while overdosed on coffeine and whild mildly intoxicated from alcohol before
I noticed that caffeine causes nervousness and sometimes causes slight tremors in very high amounts causing a reduce in accuracy for various reasons
mild intoxication (around 2-3 drinks) caused a calming effect on the entire nervous system causing my accuracy to be slightly better and more smoothly flowing
i have never been shooting while moderately-severely intoxicated or under the influence of any drugs or cannabis as it just seems like an irresponsible thing to do to in my mind

I had to find out for myself. I spent an entire day doing basic marksmanship drills on our VR rifle range (which dissects your abilities as a shooter so hardcore it makes the best feel like the worst in seconds).
I'm not the greatest shot by any means but I decided to see if a bit of booze would relax me more. At lunch I had 8oz of vodka.
In the morning sober my best grouping at 100M with a C7 was 2.4cm
In the afternoon pleasantly comfy my best grouping was 3.6cm
The same trend continued every time I try it. It seems to get about 10% worse on average. Nothing too massive but enough that it doesn't help. What I did find helps is not drinking coffee and listening to vaporwave.
I wonder what shooting while a bit high would do for you...
