Despite what /k/ will tell you, one or two rounds of LOL 9MM will, in fact, stop your average human. She doesn't need to be able to put "20" rounds of ANY caliber, .22 or .50, into anybody, and she certainly doesn't need to have the gun jump out of her hand on the off chance she does use it because she's used to plinking rounds.
Practicing with .22 has it's places, especially in match shooting, but for self-defense you don't need or usually want to spend 3 months learning triangle stance and shooting smiley faces into paper, especially not in a situation like OP's

I would still be a bit wary about letting her use a .22, in part because it's so unresponsive she may not realize she's developing bad habits that could be much worse in the event she has to use the gun under duress, and in lesser part because of the caliber coming out of a shorter barrel.
In my experience, even very inexperienced shooters can handle .38 if the gun has a bit of weight, as I stated earlier.
But ultimately it's OP's call, or his sister's to be more precise, and in all honesty I don't exactly support her or anyone picking up a gun due to an emotional decision.

I've seen combat. No 9mm involved, granted, but I can tell you from first-hand experience that the human body can be one hell of a sturdy motherfucker and as evidenced by the fact that I'm still around to shitpost on /k/, you don't even need to be particularly fit in order to pull through (I was a skinny fuck back in the days; I'm a little more athletic nowadays, though I'm also a cripple now so unfortunately there's only so much I can do).
The thing about gunshot trauma (most sorts of trauma up to a certain point, really) is that it's very unpredictable. There's a few parts of the human body where suffering an injury means borderline instant death and a few more where suffering an injury is more or less guaranteed to incapacitate you, but they're few and far between and they're all very difficult targets even for a trained shooter - doubly so when you're still in a relatively normal mindset, when combat freaks you out and the evolutionary inhibition to inflict lethal violence on your fellow man is still going strong in you.
By and large, it's all about probabilities. Shooting someone with a fully-powered rifle cartridge will increase your chance to kill 'em. Taking a round to your brain or heart is more likely to take you out than taking a round to your leg is, but a leg shot might open up your femoral artery, a head shot might be redirected by the skull or just fail to destroy the right part of the brain, a heart shot might still leave you alive and kicking for a good while (even though you might need surgery and possibly a heart transplant later). Even a wound that has no physiological business of doing you in like a bullet through the hand might still get you if you freak the fuck out and suffer a heart attack; meanwhile, you could have both your lungs perforated and not even feel a thing until the adrenaline fades. I felt no pain whatsoever during both of my two instances of almost-lethal combat until well after they were over.

That's why you don't fuck around and keep squeezing your trigger until you're certain beyond all reasonable doubt, and that's what you're supposed to train yourself to do if you aren't some high speed low drag operator who does nothing but train CQB all day long.
