That actually is the last resort. It goes like Escape, Hide, Fight.
Getting out of the area is the best option, but if you can't do that you find a secure area they can't get to. If you can't do either, you organize and fight back with whatever you can.
Unfortunately, in most shooter situations most people just kind of panic and flail around.

When I was in high school we has a possible shooter on campus (some dude was seen with a gun right next to the entrance), and they barricaded us inside the glass front room.
Right next to a kitchen (it was a cooking class) with a shit load of knives in it.
So I went and grabbed a knife and stood next to the door, so if someone burst in I could at least TRY and end it there.

Probably but I imagine its pretty simple. Don't run right into the guy whose shooting, if you get him down make sure he can't get back up or use his gun and then after that probably eject the mag and wait for the cops to show up. Even if the person whose carrying takes out the shooter I doubt the cops are not still going to be on edge.
