Most experts agree that China leads in this field, does the USA plan to catch up?
Instead of making domestic APS systems, Russia would be better off buying Chinese wons. Just that they should not copy it.

Maybe, but I'm not American and I'm knee deep in turbine engines, both in industry and academics.
China is lagging way too hard there, plus they can't get their electronics and programming right (they have to outsource their shit).
