No, using a blowtorch can be used with other tricks to replicate a similar look. You are high though if you the fins were torching stocks in the middle of a war, most stocks like this are war time stocks. That look can be achieved with a pine tar or similar finish given wood with the right grain.
This one isn't mine, but I did buy a Yugo set from Apex that has the Bosnian crest carved into the right side of the stock, some word I can't decipher on the left side of the stock, and "Muamed" carved into the lower handguard, which is an ex-dong.

Most of the time, it sits in the shipping box it came in under the bed, and my AK wears her stock furniture.
It was a random pick from APEX gun parts' "battlefield pick up" sets, and I'm happy with because I know it has history, even if I don't know exactly what that history is.
