It depends on what type of power armor you are talking about.

If its Fallout 1-NV power armor which works by magic then it would be shit

If its like Fallout 4 where there is a large powerful exo-skeleton to explain how it carries all the weight or like Halo where it is allegedly light enough to work then it would be pretty useful as long as it didn't cost far too much for the Russians to handle.

There wouldn't be that kind of power-armour, OP, that'd go against standard Russian doctrine.
They'd rather invest in some light exoskeleton that would allow for improved mobility/stabilization and perhaps targeting ability.
Even Russian 'shock' troops (as in WWII and up to the modern area) are fairly lightly packing compared to other armies. They usually are there for a quick but powerful hit rather than staying for a slogging match.

If you look at Russian equipment and doctrine, it's all light and about fast attack.

If you look at American equipment and doctrine it's all about heavy. the M1 tank is over 20 tonne heavier than the T-90

How is it ANY different from Fallout 4's Power Armor? The frame you get to see in 4 was taken from how they work in 1-NV, you just never got to physically see the frame. Is reading in a vidya-gaem too hard for ya?

Doctrine doesn't necessarily correlate to soldiers.
The meme probably has its roots in the fact that a lot of serving Russians had a worker's body (not toned, but heavy built). Examples including woodsmen, farmers, carpenters, and pretty much everyone outside of major cities.

The stealth suits were there answer to power armor, which the americans managed to copy, and make a more portable version of. Of course there was the issue of radiation that caused slight brain damage, but you can't make an omelette without frying a few hundred thousand brain cells.

Nope. They had some prototypes but the problem was that the US had achieved the energy density required for a fusion core to power a suit and China hadn't. If China had reliable microfusion tech, the war would have been avoided in the first place.

And as far as the stealth suits, they didn't actually have too many, as they were still an EARLY prototype at the time of the Anchorage invasion. The waves of them that attack you in the simulation were one of many embellishments from General Chase.

Power armor and a powered exoskeleton are basically the same thing, and as long as you don't exceed the weight rating on the powered exoskeleton by going full retard when adding armor it won't lose any speed/maneuverability.

Not really. Unless armor thickness exceeded 25mm RHS (Spoiler: it wouldn't), even .50 BMG could penetrate from 100m. 25mm APEX HEIAP would have no difficulty.

Will the average unpowered soldier be able to pack many of these, with a direct hit being required to put down an enemy? This causes a whole lot of problems for an army having to face power armored enemy soldiers.

If the country is rich and willing enough, they can invest in their own power armor and HOPE that it works out, so that their soldiers can carry more 40mm HEDPs.

Otherwise they have to rely on their current small arms, now with severely diminished lethality, and hope they can carry enough 40mm grenades to get the job done against an advancing 250 man company of power armor soldiers.

That means artillery is the answer, not small arms. Mortar barrage from the defending company is instant, followed a couple minutes later by the BN level heavy mortars and calls for air or howitzers.

The bigger the scale of combat, the less infantry matter; that's why you see SF pushing for exoskeletons, not Big Army.

If they got it, USA would make it better. Then, Russians would spend some heavy time and every scientist that can write cyrilics would be in with them, until they make a slightly shittier version of a better USA power armor, but way cheaper and easier to maintain.
Like if, USA model would use servo motors for joints and knees and heavy lifting of itself, Russians would put in springs, or suspensions in a mathematically superior way so that if a strong man can wear it and move and jump in a US model, the russian model would do the same or a bit heavier, but no needles batteries or complicated computing.
