Well, you figure RPG warheads basically come in two kinds. HEAT and frag.
Frag is going to cut up a lot of dinosaur hide and probably spook it, but based on the anatomy of other large critters, there is no way shrapnel is going to make it to major blood vessels or any of the organs or crack the brain pan for a CNS kill.
A HEAT warhead will punch into it, but IIRC shaped charge jets only hold together for 2-3 times the diameter of the warhead, so again, insufficient penetration to reach any anatomical lethality except maybe a head shot.
So.... no.

Even with a frag, the concussion of a contact should collapse the chest cavity, and hydrostatic shock would pulp internal organs. Casualty radius of 200 grams of TNT is about 2 meters. AT-4 has about 440 grams of filler, and that stuff is octol which is about 1.5x as powerful as TNT. Based on that and the inverse square law, casualty radius of the AT-4 with no directional focusing of the blast would be about 3.6 meters. A hit anywhere except maybe the tail on the dino would have the chest cavity inside of the lethal zone, and the liquids in the blood and tissue would probably transmit the shock even then, causing massive hemorrhaging.
But, there's no fragmentation variant of the AT-4's warhead, so it's a bit of a moot point.
