Carriers are exceptionally well defended and have very, very good C4I abilities.

They aren't specialized for them, however. They are also really fucking loud, have their movements and duties dictated by the need to launch and recover aircraft. Trying to run a fleet from one is possible, but cramming a full admiral's staff, support and fleet intelligence on one, along with the air wing commander and the ship's captain, puts too many huge old fat guys with giant egos in one place.

If you make a ship your flagship it gains a flat 10% bonus to experience.

The downside is that if the ship is sunk, you take a dissent hit which could indirectly lower national unity and would lower all your units morale.

The US is just playing it safe here, a Nimitz with the 10% experience bonus would be nice but they don't really need the bonus because their navy is so large.

The risk simply outweighs the benefits.

It has to do with the facilities available for an admiral and his embarked staff. While a carrier is a very large ship it is also crammed with the ships complement as well as the air wings complement of personnel. A 1-star or 2-star admiral and his staff controlling a single CBG can do so from either a CV or a cruiser.

However, when multiple CBG's and other ships are formed into a Task Force and you have a 3-star or possibly a 4-star in control the facilities are inadequate for all the additional staff personnel needed to coordinate actions. This is where a ship like the USS Blue Ridge (LCC-19) and USS Mount Whitney (LCC-20) are needed.

So to recap if you have several forces working together you need an additional command and control ship for the admiral who is overall in charge and his embarked staff:

USS Blue Ridge w/ 3-star admiral and staff

Carrier Battle Group A w/ 1-star admiral and his staff

Carrier Battle Group B w/ 1-star admiral and his staff

That distance equates to about a 15-20 minute run time for the torpedoes the sub was carrying. I'll leave it up to you to figure out how viable that attack would have been

The command ship has a lot of communications gear and takes all the data. An admiral has an entire mobile office of logistical, tactical, weapons, and other personnel ALL ON ONE SHIP, with no real dutys, to advise him and help him decide on a course of action using his assets.

The ship is not why its great. The reason is the people on board.

In short, during war its floating real time thinktank. During peace its a rest stop on officers rise though the ranks.

There's various rumbles out there that China is working on or has a SC torpedo. Russia apparently pioneered the tech, Iran and Germany both have SC torpedoes. The US can neither confirm nor deny the existence of theirs, so that's a yes.

China's program is exploring a different approach, using a liquid pumped torpedo instead of the gas pumped variants that all of the other known players have.

The Kitty Hawk incident was in 2007, so it would have been highly unlikely that they had anything other than conventional torpedoes at the time. If they had, it would have reduced the run time to around 3-4 minutes, which is still a lot of time to evade and deploy countermeasures. If those don't work, one torpedo won't sink a supercarrier. Might not even get a mission kill. The absolute best you could hope for is a mobility kill.

During the cold war 7th Fleet was responsible for both the Western Pacific, Indian Ocean, and the Middle East/Persian Gulf with the demarcation line at the Cape of Good Hope where 2nd Fleet (Atlantic Ocean) took responsibility.

The reorganization of fleets in the 1990's following the collapse of the Soviet Union resulted in the establishment of 5th Fleet in the Middle East/Persian Gulf, the reduction in size of 2nd Fleet (Atlantic) and the increasing of the area of responsibility for the 6th Fleet (Mediterranean) to cover 2nd Fleets previous AOR.

At the same time the continued naval buildup of China meant that it would be easier to cut back on the AOR of 7th fleet and allow them to have more ships available to cover their area. Meanwhile 6th Fleet picked up Eastern Africa and part of the Indian Ocean as part of their AOR.

7th Fleet is operationally responsible for the AOR but 3rd Fleet (Eastern Pacific Ocean) can task ships into 7th Fleet's AOR to support them in the event of war or crisis.
