Nope. They lost out simply because Dassault pitched a WAY lower price than their plane actually was. They paid for that dearly after a few years when the price exploded and the entire deal got canned.
Thats what you get for lowballing a country wanting over a hundred of your damn planes. That was all it came down to in the end, price.

That was partially one side of it. The primary one was Dassault demanding they get full control of the entire project and got to design and make basically everything in it with other people just buying French.
The other countries quite righly told them to get fucked, and France left in a huff.
Of course, people keep forgetting. The Rafale can't launch from carriers. The Rafale M is the carrier version, and it's not the exact same plane as the normal one. It's got a slightly different airframe (cockpit is angled more to see the deck on approach), less hardpoints and weighs a bit more.

Merlin was chosen. Its a factor of the cost for a small drop in capability and it can operate from every surface warship the RN uses.
Type 23 / 26 on picket will be able to fly their own AEW.
There are for better things to put money into while there isn't any naval opposition worth a damn.
Type 45 getting their full ABM capability is far more important.
