the target may be 1x1KM or larger in size.
it does not matter what part of the refinery is hit to disable it and a run with 20 dumb bombs suddenly becomes much cheaper and logistically affordable than the launch of single guided bomb.

I read somewhere about the process that they use. I'll try to find it again, but I think they have basically redone everything except the engines and the radar. It's not an efficient or cost effective process at all, but when your options are limited, you find a way.
