It's a dirty bomb. ISIS does control it. Basically, non-fissile radioactive material paired with high explosives, meant to scatter across a large area.

You could potentially modify any warhead to carry a spesual scary payload. Doubtful that it's actually chemical or radiological as ISIS claims (hint: Arabs make up shit to make their equipment sound more intimidating). Replacing the warhead with a chemical warhead is something that requires some technical expertise, and since this was a warhead likely looted from the IA, which was formerly trained by the US, it's doubtful the US left Saddam era-chemical warheads in place.
Who is posing in that pic? ISIS? Also, if that's a yes, are they trained to use a scud?

also to elaborate on that, replacing the warhead on a scud (specifically, replacing a conventional HE warhead with a MUCH lighter ABC warhead) totally screws the ballistics. Like, to the point of missing by dozens or even a couple hundred kilometers.
besides, since the hadjis dont into gravitational maps or whatever it was called (remember that thread a few weeks back?), they are not going to be that accurate to begin with...
and besides that its probably collecting dust somewhere in the near east, so unless you live there (in which case, sucks to be you) who the fuck cares who's in control of it? its gon blow up ragheads either way, so what, big deal.

Yep, that's a SCUD. The launcher truck is a dead giveaway.
Low accuracy tactical missile, ~950Kg payload.
Whether or not ISIS the expertise to launch these, or even still have the missile is a toss up.
