The F-22 is a fucking sexy machine well ahead of its time, like the SR71, and most airframes aren't meant to match the F-22 in pure dog-fighting capability or aerodynamic performance (in fact, none on Earth currently do).
The idea that every iteration of combat plane has to be superior to the previous in all regards is flawed. The F-35 is an excellent airframe but in a dog-fight with an F-22, it would lose. However, the stealth on the F-35 is debatably superior, it has better sensors, and could possibly score a win from outside the F-22's detection radius if you had to put the two against each other.
You're trying to compare the F-35 (a workhorse) to the F-22 (a racing stallion), when they are meant to fill different roles. The fact that the F-35 is multi-role and has to meet the demands of multiple situations with different combat loads by necessity limits its performance in each individual category.
The picture is also misleading in that while the combat radius is similar, the flight times are drastically different. The F-35 has a max speed of Mach 1.6 while the F-22 can pull up to Mach 2.0 (theorized up to 2.2) due to the difference in thrust output between the single-engine and double-engine designs.
For comparison, the F-35 models carry around 19,000 lbs of fuel vs. the F-22's 18,000 lbs. The F-22 is also a larger plane.
F-22 combat radius: ~750 km. F-35 combat radius ~1,100 km. This means that at max speed, the F-35 has a 33 minute flight limit vs. the F-22's 18 minute flight limit, nearly double.
Range isn't everything. Loiter time is also an important factor.
