Armed officers initially get put in the Diplomatic Protection unit (guarding embassies mainly, boring work really).
Then they can progress to armed response units.
Beyond that they can progress into special units (gang crime, anti-terrorism).

I usually have a thin insulated jacket packed into my backpack, I was thinking of buying an Atom soon though.
Normally I wear a base layer, the naga hoody, and a thinly insulated jacket over the top, it works well up to -15 to -20 because I'm usually snowshoeing or cross country skiing with that set of stuff so I can keep warm, the packed jacket is for when I stop anywhere.
Pair some thermal tights with the Drac pants and presto, you are set for all but the worst weather.
