You can get a new Ruger GP100 or SP101 in that price range. Some of S&W's smaller revolvers and a variety of used S&Ws also fall in there, but IMO a new Ruger would be the better option.

This is your best advice, OP. In fact, you can get a used one for a little cheaper still, and it won't matter because it's a Ruger revolver and they can only be damaged or destroyed by God himself.

.38 feels closer to .22 than 9mm to me... but i guess that depends on the powder and the grain. Still fun to shoot. I find 9mm explodes glass bottles in a single shot; where as .38 special lets me cut a bottle 2 or three times. must be slow as fuck or something.

If you go with Charter, make sure you get a first or second gen. Avoid anything newer than second gen.

.38 is a fine round. Like many people have said in this thread, if you go with .357 you can shoot both rounds.
Personally my favorite revolver is my S&W model 10. However there's a lot of good revolvers on the market. Just a heads up though, some revolvers lack a hammer you can thumb back. That might be a consideration for you to take into account.

If you are going to use a .38 I would not use hollow-points since it is a very low velocity round and even more so by going out of a snub. I'd use flat-nose, this is just what I would choose personally.
