M855A1 just started being phased into service in 2010 as supplies of M855 dried up and wasn't even in full issue yet as of 2012, M855 was adopted back in 1980. Just give it time.

I wouldn't be to confident of that, there are to many prepper types who just want to shoot anyone and everyone when they get the chance. Also keep in mind that low end AR15s can now be had for less than twice the price of a Hipoint carbine. If you build one yourself you can sometimes get the total cost of parts below $400 depending on when you order.
