For me, I fear she may not be able to "hold back", as she lacks consciousness. The way she lives, subconsciously, sounds like an animal, out of instinct. Everyone in-universe is scared of Satori but I dont think she's the spookiest. Koishi is spoopier because of her powers but nobody remembers her in universe. Old Yuuka iirc was extremely dangerous and brutal so shes probably up there if you consider that element of her character to still be canon.
Yukari is generally scary but she's more seen as a manipulator than an outright scary threat. Shes probably the best bet for least trusted though.

I recall that people are less scared but more creeped out by Satori. In the 'can this bitch fuck off already' sense, I guess. I don't remember where I read it and how much truth is in it so take the following with a grain of salt; but Satori also reads the mind of a person aloud to others nearby. Not cool, girl.
The only thing that's really spooky about Yukari is that you don't, and often won't and can't know about what kind of shit she'd pull off if she really, REALLY wanted to. She usually uses less-than spectacular ways of doing her things though so you can consider just a really, REALLY good manipulator than anything else as far as threat level or spookiness goes.
