Actually, one of the points of danmaku rules was preventing few way-stronger-than-everyone-else characters (including Reimu herself) from completely steamrolling weaker characters, so they are not "made for her to always win".
Though those characters are still considerably stronger anyway so Reimu usually wins regardless. So I guess it doesn't really make that much of a difference.

Sanae is an outsider so she has no previous knowledge on how Gensokyo works and as such she has perfect excuse to have the inner workings of Gensokyo introduced to her and the reader (as opposed to native Gensokyans who already know), while also providing similes to the real world that us, the readers, can understand. She has outgoing personality, is highly curious and fascinated with Gensokyo, which gives her a strong drive to keep meeting new youkai, whereas her talkative personality makes her more fitting for extended dialogue with other characters as opposed to relatively quiet and antisocial Reimu. Her shock about youkai eating humans and her living goddess pride also make her interactions with youkai more personal as well as set her up as fully pro-human protagonist. Finally, she has a strong reason to *keep* resolving incidents even after being taught the ropes of Gensokyo, because the survival of her two goddesses depends on her hard work.
In short, she combines Reimu's sense of personal duty (which is made evident from her enthusiastic reaction to Sagume's request) and Marisa's unbridled curiosity and outgoing personality in one character, giving her two different driving forces for resolving incidents. And ZUN made it clear that he made her that way so she doesn't blend in easily and can show up in any storyline with no problems (en.touhouwiki.net/wiki/Strange_Creators_of_Outer_World/Who%27s_Who_of_Humans_%26_Youkai_in_Gensokyo/Sanae_Kochiya) - as opposed to Sakuya, whose behavior is fundamentally "The Mistress is my top priority" (en.touhouwiki.net/wiki/Strange_Creators_of_Outer_World/Who%27s_Who_of_Humans_%26_Youkai_in_Gensokyo/Sakuya_Izayoi) - the mentality that also a big part of the personalities of Youmu and Reisen as well, making Sanae more suitable for resolving incidents than those two as well.

This is basically how I feel. Honestly I'm not really a huge Sanae OR Sakuya fan (I could take or leave them both), but Sanae always felt more 'protagonist'-ish to me of the two, generally-speaking. I like the games that try to put a different character in the spotlight who may have a more personal reason to get involved (Youmu in TD, Reisen in LoLK), but speaking as far as general incident-solving goes, Sakuya doesn't really have as much of a reason to abandon her maid duties to go out and get involved. Sanae on the other hand actually has motives to want to solve incidents and does provide that bit of fresh 'outside perspective' on things as a non-native.
On a somewhat unrelated note, what do we actually know for sure about the supposed Rin Satsuki? Most likely she was going to be another shrine maiden-esque character, right? It feels to me like maybe Sanae was a long time coming in that regard, as a more direct foil to Reimu compared to Marisa, who generally has her own unrelated motives for getting involved in incidents.

But actually, she's one of the most well rounded and interesting characters in the whole franchise and she has a charming personality. She's also...I'm not sure yet, so I'll say she's one of the FEW characters in the whole of Touhou that actually experiences character development. She goes from kind of "reacts based on how she should" to slowly becoming more earth-y until she declares that she's an Earth Rabbit in LoLK. She's also still got room to grow. In Forbidden Scrollery, when we first meet her she's ENTIRELY disguised as a human while in the village. The next time we see her (after LoLK), she isn't hiding her ears anymore (and her smile is more honest).

Canon ending is Legacy as >>15284247 pointed out, one of the few times ever ZUN has actually ruled out specific endings.
The other endings in LoLK are more for offering a extra perspective on the whole story, if anything, though Sanae's PD ending actually allows another possibility for it to fit that some of her events were made up since Kanako chastises her for lying on some of her report.

It is actually true Reisen is one of the few characters in the series to actually have notably changed in character over time to becoming more mellow. The other protagonists have remained relatively static in their personalities.

Most of the characters in the "character group" you're talking about don't even appear in the lunarian games.
Wriggle, Mystia, Keine, Mokou, Tewi, Reimu and Marisa make up the majority of the IN cast, while only Reisen, Eirin and Kaguya are actually Lunarians. You can't even argue Tewi is one, because she doesn't come from the moon, even though she's friends with the Lunarians in Gensokyo.
Doremy, Clownpiece, Junko and Hecatia aren't Lunarian either, and the only relevant Lunarian that appears in LoLK is Sagume. Moon rabbits are basically slaves/soldiers.
And since neither the Eientei and Junko are current Lunarian leaders/big baddies, expect more games with Lunarians.

It wasn't understood until CiLR came out and explicitly established Sakuyahime in the setting. Sakuyahime is a Heavenly God and would be known on the moon. ZUN had said on a radio show (I'd have to go check which exactly) "it's pretty much wordplay" and "there's a hint in Bougetsushou".
So did everyone just forget that Sakuya's PoFV ending had her literally go "I need to be kinder to people. I know! I'll be kinder by letting everyone else solve incidents instead. I'm such a nice person."

Uh no. You're really behind on this. Usually ZUN forgoes explicitly telling readers things and most "confirmations" are entirely implicit to varying extents, like Eirin being a Heavenly God, for example. But not only were people already capable of realizing that Eirin knowing Sakuyahime is why she was surprised at Sakuya during IN, but ZUN went out and straight-up told people that it was basically just wordplay and to read CiLR to find out. That's as explicitly confirmed as you're ever going to get.

We got a full fresh new cast for LoLK with another detailed backstory and Eientei was only used as an excuse to start solving the incident so you can't accuse ZUN of recycling plots. Bonus points for LoLK cast being one of the most colorful and polarizing bunches in the series, especially after the filler flat characters of DDC.
