Do you realize Comiket is a tiny fraction of Touhou? There are many Touhou-exclusive conventions all across Japan, there are even conventions for single characters. Reitaisai alone has over 5000 circles.
Touhou is a very significant part of doujin culture and has a large and stable following. ZUN could stop making games and Touhou would be still relevant for many years.

But your source shows an increase in circles. Touhou has been stable for years, not always being the most popular but always well presented. There is always some hundred circles that do whatever is popular at the moment, which currently is/was kancolle and next comiket probably granblue, so those 1600 circles are the ones that do touhou even when there is more popular stuff currently. I think for fujoshi stuff, the shifts are more extreme, you can see how everything declines and Touken Ranbu increases insanely.
Also those 2700 kancolle circles, what do they make? Because outside of porn, we never see any of it. I know there are some people here who went to one of the last few comikets. Is it really just exclusively porn? The music scene also seemed to have evaporated into nothing.

KanColle has a lot of non-h doujins but most likely less than Touhou, even %-wise.
