Just throwing out a guess for future upgrades.
Max poi gun can be upgraded to Shimakaze gun. Consumes 2 Urakaze guns.
Upgrading Shimakaze gun consumes 1 poi gun + 1 Urakaze gun up to +6. Consumes itself from +6 to max.
Akizuki gun will be upgradable to a better gun, but it needs a DD air radar. Not sure if T13 or T13 Kai; probably Kai. This gun will be weaker than Shimakaze gun, but any ship equipping it will be able to do AACI.
Consumes normal 10cm HA guns (and maybe T13 radars) up to +6. From +6 to max is unknown.
Max quint torp can be upgraded to a quint torp kai. Consumes 2-3 quint torps.
Upgrading quint torp kai consumes 2 quint torps up to +6. Consumes itself from +6 to max.
The +6/+10 turbines/boilers consume themselves from +6 to max.
Amatsukaze boilers consume +10 turbines all the way to max. Needs something else to upgrade to Shimakaze boiler.
Shimakaze boilers consume Amatsukaze boilers up to +6. From +6 to max is unknown.
Zuiun consumes itself when upgrading from +6 to max, as well as for upgrading to Zuiun M12. Up to +6 is unknown.
Zuiun M12 consumes zuiun all the way to max. May or may not be upgradable to Zuiun M12 634 by consuming 2x Zuiun 634.
Zuiun 634 consumes zuiun all the way to max. Requires one Zuiun M12 to upgrade to Zuiun M12 634.
Zuiun M12 634 consumes zuiun up to +6, and Zuiun M12 up to max.
Vanilla T97/Tenzan/Ryuusei consume themselves from +6 to max, as well as when upgrading to the next level.

2/4/5 or 2/5/6 (depending on whether you need buckets or bauxite) will leave you ammo heavy. Ammo does tend to deplete more quickly than fuel running most fleets, but you will usually have more of it than fuel to begin with.

I'm saying that Fusou with one Zuiun gets more air power than Yamato with two fighters that are screw-sinks. And Fusou can do the APCIs while Yamato can only do a single attack.
Seaplane fighters are useless until patch arrives. This plane won't even give you parity vs red Nu on 6-4 or AS vs grey Nu. Meanwhile Zuiun on Tone can do that.
