There were never any plans for ZUN to put his own games through the Play,Doujin! initiative. There still aren't, either -- ULiL was made by Tasofro, and although it is an official game, Tasofro is certainly still qualified to be "a doujin circle making Touhou games wanting to legally publish their game". If anything they're the most qualified.
