This gave me an idea that almost made me throw up in my mouth... mainly due to the conflicting ethics.
Villains revived as females and allowed to live normal lives, but they're slightly tuned in various aspects to have higher chances of producing offspring. This, of course, is a way of "making up for" the population they killed off... as well as possibly introducing hybrid, powerful offspring that can help defend the place.
Even though I'm only imagining this in the sense of them and their children being treated perfectly humanely, the initial revive and switch just made me want to puke for some reason.
