Why is she constantly overshadowed by her subordinates and her enemies?
Not even /jp/ cares about her.
Other than being immortal her costume is pretty plain (though nice looking) and most of the trouble in IN is caused by her subordinates so she doesn't get a lot of character development. Mokou's probably more popular because of her phoenix gimmick. She has an amazing battle theme at least.
She's pretty funny in Inaba of the Moon & Inaba of the Earth though. That made me like her a lot more than I did in the games.

I think ZUN worked on it, but only loosely. I generally choose to consider it canon even though it's a gag manga because it gives a lot of depth to the EET crew in general, as well as Mokou. Kaguya is way more of a character than in IN and it gives some depth to her relationship with Mokou. I think it's meant to be connected to Saint Sinner and Lunatic Renegade, too.
